Portal Spells
The port spells for Druids and Wizards, along with an Orc illusion for Enchanters, are sold by Brother Hidden Path in Undershore.
Level 68 spell
To earn your level 68 spell you will need to complete Kelliad's arc in Stoneroot Falls:
The missions can be completed in any order. Once all five are complete go to Brother Hidden Path in Undershore. Hail him and he will grant you your spell:
Level 69 spell
To earn your level 69 spell you will need to complete the Cicero arc given by Brovil Pallivineg in Corathus Creep:
The missions can be completed in any order, but must be on Normal or Hard difficulty. The lower level versions will not count. Once all four are complete
go to Brother Hidden Path in Undershore. Hail him and he will grant you your spell:
Level 70 spell
To earn your level 70 spell you will need to complete the Shadowspine arc given by Jarzarrad the Prophet in Undershore:

Runes
Runes drop from all higher level rare mobs and result in the same spells obtained in Omens of War. Give them to Brother Hidden Path.
