Veeshan's Peak is the only locked zone. Group progression is required for unlocking missions and raids, getting the mount if you do all tasks, adventures, and missions, and most importantly to get Scaled Key to access Veeshan's Peak. You can start with either The Overthere or Skyfire Mountains, but need both to advance to Tier 2.

After completing all five partisan and three hero achievements you can request the Scaled Key quest from High Praetor Yerlin in The Overthere. You'll need to collect 9 pieces, they all have the same graphic but the lore tag reveals which they are. In addition to the mobs specified the pieces can also randomly drop in the chests from group missions.

The pieces can be prelooted. Give the 3 shards of the Flamescale Legion to a sarnak prisoner in The Overthere for Medallion of the Flamescale Legion. Give the 3 shards of Gorowyn to a sarnak deserter in Skyfire Mountains for Medallion of Gorowyn. Give the 3 shards of the Arisen to a baleful spirit in The Overthere for Medallion of the Arisen. Loot a Overking's Tooth from Overking Bathezid at the end of the mission "End of Empire". Note that the teeth are on the corpse and not in the chest. Hand all the assembled Medallions and the tooth to Yerlin to complete the task and get your key to Veeshan's Peak.
