Say "ready" to enter the instance.
Once you have zoned in talk to Envoy Daevok then tell the a council dissident "prepared" to activate the portal into Silent Hall. Once your group is all in move at least 3 PCs (mercs don't count) to Lesser Priest Kelvotsinol on the north side of the room and tell it "murderer" to trigger an update.
At this point begin to kill the "a witness" one at a time. After each is killed a clue is given pointing to one of the players in the mission. Race, class, deity, /played, aa, height, home city, etc are various indicators. In addition to the clue "a lingering spectre" will spawn and attack. Kill the spectre and then, if you know who is being described, have that person go on stage, clear their target, and /say "I am the murderer". If they are right, the mission updates. If they are wrong the final fight will get harder for each incorrect guess. If you don't have enough to know for sure kill another witness for another clue. The first two witnesses spawn 1 specter each on death, the 3rd and 4th will spawn 2 specters each, the 5th and 6th spawn 3 specters, any beyond 6 spawn 4 spectres. Witnesses and spectres are stunnable and mezzable. Once the correct player confesses they will be given a dagger. Equip this and melee any remaining witnesses and spectres, the dagger procs a 1 hit kill effect.

Lesser Priest Kelvotsinol activates and attacks. Hits for 13k and casts Remorse, an AE which deals 15k damage. Each incorrect guess makes the AE worse, 20k with minor slow for 1 wrong, 25k with slow and snare for 2 wrong, 28k with more slow, snare, and debuff to damage for 3 wrong, any more than 3 makes it 30k, slow, snare, debuff, and AC reduction. Additionally every 45 seconds a barrel spawns on a player (more if you made wrong guesses) which will AE after a few seconds. At 90%, 70%, 50%, and 30% the priest's health locks as 1-4 adds spawn. Kill the adds to unlock the priest's health.
Heal through AE, avoid barrels, kill adds at each lock, and finally kill Kelvotsinol. "The Spoils of Murder" spawns when the Priest dies containing a random spell mote (96-99) and one of the following:
